For small mortars, say an inch or less in ID, plastic bases are fine. They are weak, and prone to splitting, breaking or completely blowing apart. Plastic bases for cardboard mortars can work as bases, but I don't recommend 'em. Plastic and fiberglass tubes are even better, of course, but cost a lot more per tube. Spiral and parallel wound tubes make great, cheap mortar tubes that can last a very long time, if you know just a few tricks.
